Implementation Plan of an Academic – Educational Course of Training Strategic Managers

Introduction:
Change in responsibilities is a common phenomenon; limit of service time is the main cause of changing managers. However, sometimes other reasons can be identified for this action. – Creation of a closed-loop management;
– Failure of the principle of meritocracy;
– Emergence of rent-seeking for people around;
– Loss of young and vibrant manpower of the country.
– Lethargy ruling on the administrative system and loss of creativity and innovation
Rotating managers may be also considered as an opportunity to gain experience. However, in democratic systems, people’s want and choice is one of the main causes of rotation of managers that will emerge through elections and is applied indirectly at different levels. In such circumstances, the rotation is caused by the outer requirements and is a function of accepting an essential affair. Moreover, some cases can be noted that some specific beliefs result in requesting the rotation. In Islamic management framework, in which management is mixed with concepts of “honesty” and “service”, a manager demands a change when he notices that there are some more qualified people than himself. In the management process, the more accurate and documented information is available in the context of a decision or event, the easier the analysis of the decision making process, the weaknesses of the process, as well as its underlying events will be. Furthermore, if the available documentation is recorded more accurately and clearly, more valuable and more practical knowledge can be transferred to future generations. More than a century has passed since the establishment of the organizations modeled after new Western institutions in our country, but how many active managers and employees in the organization have documented and recorded their thoughts, ideas, learning and their experiential and academic assets as well as their learning process in form of individual or organizational findings? What part of this experience has been transferred to the next generations and other managers of the organization?
Management experience is a collection of tested and proven knowledge based on more or less organized personal findings which has been obtained in the process of administrating affairs and has shaped this belief that following some purposes is done through some methods and is based on basic principles and under some certain, desirable, effective, and possible (or impossible, ineffective and impossible) concepts. Four categories can be used to recognize and conceptualize the management experience:
– Presuppositions, values, and principles
– Patterns, concepts and definitions
– Purposes and objectives
– Methods and Tools
It is through this concept that the management experience could be considered as a raising capital. This plan is proposed in order to document the experiences using the approach of experience management and with the aim of developing practical learning; perhaps, in this way, the knowledge lying within the veteran elite (managers, entrepreneurs, experts, and pundits) can be brought to fruition to be implemented in the country.

Intention:
Proper spacing in order to transfer experiences, knowledge and expertise of managers, consultants and senior experts of the system and to establish a treasury of eligible managers to use in sensitive posts in various departments when necessary.

The overall purpose:
– Identifying, educating and preparing qualified people for working as senior managers

Functional purposes and methods:
– Creating a long-term comprehensive attitude in learners to deal with the country’s affairs
– Presenting concepts, theories and new management techniques and practical and effective trainings
– Understanding learners’ interests in the field of research activities, strategic planning and sorting them out with our professional activity
– Developing the power of thinking and achieving a high level of analysis, assessment, and crisis management, and helping them in achieving a realistic prospect of the future
– Learners acquiring the necessary skills to undertake duties such as organizational leadership, and management consulting, etc.
– Achieving expertise in the fields of crisis thinking, problem solving, etc.
– Upgrading skills, knowledge and learners’ ability, clarifying planning practices and improving their insight and attitude
– Creating a conflicting environment on specialized and strategic topics to explain the theoretical aspects and dimensions of various topics

Target population:
People with the following qualifications, will form the target population of the present study:
– having a master’s degree or higher, or high level seminary, preferably in the fields of humanities
– having a minimum age of 25 years and a maximum of 40 years
– physical and mental health
– having a minimum work experience as a middle or senior manager in the public sector or 5 years of senior management in the private sector
– being faithful to the ideals of the Islamic Revolution
– being reputable and effective
– being creative and capable
– being trustworthy
– being ethical and moralistic
– having a good performance in previous jobs and responsibilities
– having power of discourse, persuasion and ability for building dialogue
– enjoyment of political intelligence and the ability to monitor and analyze the influential political and international currents
– having an ability to analyze the general situation governing the country, the region, and the world
– having partisan, factional and political consultation (sharing ideas and vision regarding the issues and events)
– having a relative familiarity with information technology
– having a degree in one of the international languages ​​(preferably English)

Recruiting method:
Will be performed based on the following steps:
– Being introduced by the trustees
– Being interviewed by a team of experts
– The final identification of qualified individuals who are volunteering to participate in the project
– Administrating an aptitude test
